Kadoma Council Rolls Out Incentives to Encourage Bill Payments

The City of Kadoma has intensified efforts to promote a culture of timely bill payments by rolling out attractive incentives designed to reward responsible rate payers, as the local authority moves to strengthen service delivery across the city.
In an initiative that blends accountability with appreciation, Council has announced a grand draw scheduled for Tuesday, 27 March 2026, where residents who would have cleared their bills by 28 February 2026 will stand a chance to win exciting prizes including refrigerators, television screens and many other household appliances.
The incentive programme comes at a time when the municipality is working to improve critical services such as water supply, refuse collection, road maintenance and infrastructure rehabilitation.
City of Kadoma Communication Manager Walter Ndlovu urged residents to take advantage of the offer and settle their accounts, emphasizing that consistent payments are the backbone of efficient municipal operations.
“Council depends on rate payments to deliver essential services to the community.
When residents pay on time, we are able to repair roads, maintain water systems, collect refuse regularly and respond swiftly to service challenges. We encourage everyone to clear their bills and qualify for the draw,” said Ndlovu.
He added that the current 15 percent bill payment discount, which has been running for months to ease the burden on residents, will end on 28 February 2026. After that date, discounts will only apply to rate payers who consistently settle their monthly bills by the due dates indicated on SMS bills or statements.
Kadoma Mayor Councillor Nigel Ruzario described the incentive scheme as Council’s way of rewarding commitment and building a stronger partnership with residents.
“This is not just about collecting revenue,” said Mayor Ruzario. “It is about creating a shared responsibility for the development of our city. We want our rate payers to feel valued.
By clearing their bills, they are directly contributing to better roads, cleaner neighbourhoods and improved public services. The draw is our way of saying thank you.”
He noted that a financially stable council is better positioned to modernize infrastructure and improve living standards for all residents.
The initiative has already generated excitement among the community, with many residents seeing the draw as both a motivation and an opportunity to win useful household items while supporting the city’s growth.
As the deadline approaches, Council is calling on all rate payers to settle outstanding balances and secure their chance to win, while helping Kadoma move forward through improved, reliable service delivery.
