We Will Crush All Mushikashika Vehicles to Scrap if Resistance Continues — Mafume

Harare mayor Jacob Mafume has accused council officials of blocking efforts to improve order and service delivery in the Harare, saying internal resistance is slowing down much-needed reforms.

Speaking during a full council meeting, Mafume said several proposals meant to strengthen enforcement and restore order in the city centre have been ignored or dismissed by some officials.

He said he had recommended that the city purchase a mobile car crusher a machine used to flatten vehicles that repeatedly violate city regulations but the idea was rejected as “too harsh.”

Mafume added that he also suggested closing sections of Leopold Takawira Street, especially at the intersections with Robert Mugabe Road and Jason Moyo to curb illegal operations around Town House the proposals he said, were never acted upon.

His remarks come as the National Public Passenger Transport Associations APEX has formally asked council to adopt new bylaws that would regulate public transport associations and reduce disorder on city roads.

APEX noted that only 4 000 of Harare’s estimated 15 000 kombis are properly licensed, calling for a system similar to Bulawayo where operators fall under organised, accountable associations.

APEX warned that the situation has now “drawn the attention of the highest office” and urged council, enforcement arms and government to work together on a clear regulatory framework.
