Dr. Rugeje anchors diplomatic and economic offensive in China

HUIZHOU, China – Leading a high-powered diplomatic and economic offensive, ZANU PF National Secretary for Economic Affairs, Cde Lt Gen (Rtd) Dr. Engelbert A. Rugeje, has arrived in the People’s Republic of China, signaling a major shift in Zimbabwe’s industrial strategy.
Dr. Rugeje is currently spearheading a strategic investment mission aimed at securing the technology and partnerships necessary to transform Zimbabwe from a raw material exporter into a diversified industrial powerhouse. His leadership on this mission comes as trade between Zimbabwe and China reaches historic levels, with exports to China soaring to US$2.44 billion in 2024—a volume Dr. Rugeje is determined to pivot toward high-value, processed goods.
Championing Value Addition
Under Dr. Rugeje’s direction, the delegation is aggressively marketing the country’s newly established Special Economic Zones (SEZs). The mission is a critical follow-up to the Government’s recent ban on raw resource exports, a policy Dr. Rugeje described as a cornerstone of the Second Republic’s economic vision.
“This is a deliberate policy decision taken by His Excellency President Cde Dr. E.D. Mnangagwa’s ZANU PF Government to promote value addition and beneficiation of our abundant resources,” Dr. Rugeje stated.
He emphasized that his department is actively advancing the “Zimbabwe Is Open for Business” mantra through concrete engagements with global industrial leaders.
High-Level Engagements
In Huizhou, Dr. Rugeje held high-level talks with the Huizhou International Gemstones Association, including President Mr. Ye Shudong and renowned expert Dr. Su Xilong. Demonstrating a hands-on approach, Dr. Rugeje led his team through a comprehensive tour of the gemstone value chain—from raw stone extraction to the manufacturing of high-end jewelry and industrial building materials.
The General’s tactical focus extended to the renewable energy sector, where he led an inspection of UBETTER Technology Company Limited, a titan in lithium battery assembly. The visit underscored Dr. Rugeje’s commitment to ensuring Zimbabwe does not just mine lithium but becomes a central player in the global green energy manufacturing sector.
Strategic Validation
The impact of Dr. Rugeje’s mission was echoed by Huizhou gemstone expert Dr. Xilong Su, who noted that under this level of strategic engagement, Zimbabwe has a clear path to emerging as the “Southern African Hub” for gemstone processing.
The Mission Moves Forward
Accompanied by ZANU PF Director for Economic Affairs Hon. Anastancia Ndhlovu and a team of senior government experts, Dr. Rugeje is now set to move the mission to Guangzhou. His ongoing engagement with Chinese investors is seen as a pivotal step in fulfilling the 2026 Special Economic Zone roadmap launched by the Minister of Finance, Economic Development, and Investment Promotion, Hon. Prof. Mthuli Ncube.
As the lead architect of this economic mission, Dr. Rugeje continues to drive the ZANU PF Department of Economic Affairs’ mandate to localize the value chain, ensuring that Zimbabwe’s mineral wealth translates into domestic industrial growth and jobs.
