Masvingo Minister Kadzamira raids widow’s property
A Masvingo widow, Farai Mazenge Mutsetse received the shock of her life when Minister of State for Masvingo, Ezra Chadzamira forcibly moved into her 8-hectare plot in Morningside recently and started building a private school without any engagement. What even shocked, Mutsetse’s lawyers is that documents pertaining to the property and kept at the City Council have all except a house plan vanished.
Ironically Mutsetse’s late husband David Isaac Mutsetse bought the plot from Masvingo City Council in 2009, all her building plans were approved by City Engineers and she has been paying rates for the last 15 years and owes nothing to Council. At the moment Mutsetse has been working with City Council to process title deeds for the plot. Recently the local authority suddenly became unco-operative, refusing to release minutes of meetings held by parties over the wrangle.
Much to Mutsetse’s relief is that she kept a full file of the same documents that were stolen from Council at home and these include the history of the plot since 1998. Mutsetse’s lawyers have vowed to demonstrate to the High Court how Masvingo City Council connived with Chadzamira to disenfranchise the widow of her property and they also want to establish the name of the company that is carrying out construction work.
Chadzamira has despite starting construction work not produced any document offer letter, lease, general plan, deed or grant entitling him to the plot.
Sadly it is the City Council (rate payers) who are paying through the nose to fight legal battles which otherwise are Chadzamira’s personal commercial projects. This is not the first time that Chadzamira has wrestled away a property from a widow.
In 2016, he grabbed a mansion and a farm from Yvonne Goddard, leaving the then 66-year-old woman homeless. Chadzamira and his family lives in Goddard’s house. Goddard’s house is 10km across the city from the property that Chadzamira now wants to grab from Mutsetse.
Mutsetse who has suffered immense emotional stress which could leave her disoriented is suing Chadzamira, Masvingo City Council and the Ministry of Local Government.
