Government Proposes Fuel Levy For Road Accident Fund

The establishment of a Road Accident Fund (RAF), which aims to provide financial relief to victims of road accidents, is now at an advanced stage, with revelations it has been tabled to cabinet for consideration.

“The guiding principles of the document have been submitted to cabinet and we now await the outcome of the cabinet resolution,” said Ministry of Transport and Infrastructure Development Legal Department representative Ms Ruvimbo Chaduru.

The proposed fund aims to provide compulsory insurance coverage to all road users in Zimbabwe, ensuring that those affected by road accidents receive timely medical treatment and financial assistance.

A Parliamentary Portfolio Committee tasked with overseeing transport and infrastructure development engaged with the Traffic Safety Council of Zimbabwe and Ministry of Transport and Infrastructure development officials in Bulawayo to delve into the details of a proposed Road Accident Fund (RAF).

“The current situation, where victims and their families bear the financial burden of accidents, is unacceptable. The RAF will provide much-needed relief and support to those affected. During the meeting, the committee members discussed various aspects of the proposed fund, including its funding mechanisms, eligibility criteria, and compensation benefits. They also raised concerns about potential administrative challenges and the need for transparency and accountability in the fund’s operations,” explained Parliamentary Portfolio for Transport and Infrastructure Development chairperson, Hon Knowledge Kaitanom

Principles that would guide the fund, including its funding mechanisms and eligibility criteria were outlined.

“There is a need for public awareness campaigns to educate the public about the fund and its benefits. The purpose of this engagement is to provide a platform for stakeholders to discuss the proposed Road Accident Fund. We aim to gather insights and recommendations to ensure the fund effectively addresses the challenges posed by road accidents in Zimbabwe,” said Traffic Safety Council of Zimbabwe managing director, Mr Munesu Munodawafa.
