Clarity on ‘sex rights’ in prisons for inmates
The Zimbabwe Prisons and Correctional Service (ZPCS) has clarified that only selected inmates will be allowed conjugal visits while serving their sentences, as part of broader rehabilitation reforms.
The programme will initially target inmates who have demonstrated exemplary behaviour and shown positive adaptation to correctional and rehabilitation measures.
At Marondera Female Open Prison and Connemara Prison, selected inmates have already begun receiving conjugal visits during the festive season, marking the pilot phase of the initiative.
In line with efforts to promote social reintegration, ZPCS has also authorised the temporary release of some inmates ahead of Unity Day, allowing them to celebrate with their families before returning to their respective facilities after the New Year.
Speaking to female inmates, ZPCS Commissioner-General Moses Chihobvu revealed that the service is also finalising plans to introduce a parole system, particularly benefiting inmates at open prisons.
“We are in the process of implementing the parole system. Once operational, this system will allow some inmates to complete their sentences in the comfort of their homes,” said Comm-Gen Chihobvu.
He explained that specialists from the Parole Board will be responsible for selecting eligible inmates, with priority given to those who have made significant progress in rehabilitation.
On Monday, ZPCS further facilitated family reintegration by opening prison gates to allow selected inmates to spend time with their families until Sunday, a move authorities say supports smoother reintegration into society and reduces reoffending.
