Councils Urged To Enforce Bye-Laws

The Permanent Secretary of Local Government and Public Works Tafadzwa Muguti has urged all the 92 local authorities to use the existing bye-Laws to enforce order and compliance within their jurisdictions.

Muguti said this while addressing the Local Government Transformational Workshop at Kadoma Hotel and Conference Center on Monday running under the he theme,Local Governance Towards Vision 2030.

He said councils have bye laws which they’re supposed to use but they have in defiance leaving the government to be blamed for their woes.

“All the 92 local authorities in the country have their respective bye-laws and the lawlessness and disorder within the council’s jurisdictions are of their making, since 1980, bye-laws have been in place and now we want what is called Sovereign displine,I urge you to use these bye-laws, enforce them so as to bring order,since the introduction of Operation Chenesa,there have been order and sanity on the streets,” said Local Government Permanent Secretary.

Local Government Perm Sec also reminded all the local authorities that they are not a union but part of the government.

“Let me take this opportunity to remind all the local authorities that they are not a union but they’re part of the government.The government has seen that there are some of the local authorities who are in defiance of the government,so as a government, we’re not going to tolerate that defiance, Zimbabwe has a 3-tier government, that is Central, Provincial and local government, which must work as one unit, so they must come up with a transformational plan,the plan will have details of how they will built market, remember market have been there,where are they now,if they sold,leased or whatever happened to those markets they must retain them to be used for resident to use,we want residents to have proper facilities to conduct their business.”
