Judicial Services Commission Urges Public To Embrace IECMS

The Judicial Services Commission(JSC) has urged the public to shift from the traditional way of approaching the courts in filing documents but rather to shift to the modern way if using the Integrated Electronic Case Management System(IECMS).
The call was made by the Judicial Services Commission Secretary,Walter Chikwanha in Kadoma during the Integrated Electronic Case Management System Pre-launch Stakeholders Engagement Meeting at Kadoma Magistrate Court.
“The Judicial Services Commission is bringing a digital platform known as Integrated Electronic Case Management System, IECMS , here in Kadoma at Kadoma Magistrate Courts and this will provide access to justice transparency, filing of courts documents for easier to the public.
The coming of IECMS at Kadoma Magistrate Courts will make one to file courts documents from the comfort of one’s homes, offices,mines or in the fields.
IECMS is not a new phenomena ,it was actually launched in 2022 and the legal fraternity has been using the digital platform since then, either at the High Court, Constitutional or Supreme Courts, they don’t come in person to these Courts but use the platform.
The IECMS programme is for one to interact with the courts from anywhere one will be and not necessary to appear in person at the courts that’s the message we’ve brought here in Kadoma.
IECMS was introduced into the magistrate courts in 2025 at Mashonaland Central and Matebeleland North and these two provinces have been running the programme and we’ve also taken the platform to Masvingo and Matebeleland South.
On June 1,2026,JSC launched IECMS in Manicaland and Mashonaland East provinces.
But for one to use the platform ones needs a smartgadget, either a smartphone or computer,an internet connectivity and electrical power with a basic knowledge of how to use the digital platform.
But to those without a smartphone or internet connectivity,JSC has introduced in all magistrates courts an E-filing Office or an Internet Hub where the public will have be helped to access the platform for free.
As from 1 October 2026, all Mashonaland West and Midlands courts will be running IECMS Programme and JSC will not want to see anyone approaching the courts to file court documents but to those without access to smartphones and internet connectivity JSC have plans to roll out E-filing Offices at all ZR Police Stations in Sanyati and Mhondoro Ngezi districts.
JSC will also roll out E-filing Offices at Traditional Chiefs Courts,as these Traditional Chiefs Courts are also members of the judicial system as they are empowered by our constitution.
Above all one need to register in the IECMS platform for easy access and the registration in free.
Let me remind you that IECMS has advantages of access to justice, transparency and efficiency!” said Walter Chikwanha, Judicial Services Commission.
Stakeholders drawn from government ministries,local authorities,legal fraternity,the police,army, prison and correctional and members of the public attended the IECMS pre-launch programme.
The Judicial Services Commission Secretary called on the attendees to spread the concept of the Integrated Electronic Case Management System (IECMS) into the community ahead of 1 October 2026 when Kadoma Magistrate Courts will kick start the digital platform.
