Mnangagwa Overhauls Key State Institutions in Major Appointments

Harare – President Emmerson Mnangagwa has reshuffled key constitutional commissions and senior government positions, appointing seven officials to strategic posts in a move that brings experienced administrators, agricultural experts and public-sector executives into critical state institutions.
The appointments, announced on 11 September by Chief Secretary to the President and Cabinet Dr Martin Rushwaya, take immediate effect.
The most significant changes are at the Zimbabwe Land Commission, where former senior government officials and agricultural policy experts have been appointed to strengthen the institution as Government accelerates the formalisation of land ownership and tenure for farmers. Dr Mabel Ndakaripa-Hungwe and former Permanent Secretary John Basera have been appointed commissioners, while agricultural economist Professor Mandiwanzira Rukuni becomes deputy chairperson.
Dr Hungwe previously served as a commissioner of the Zimbabwe Anti-Corruption Commission and has extensive experience in agriculture, land reform and rural development. She has also worked with organisations including NEPAD, FAO, SADC and Oxfam on food security and land-related programmes.
Basera, an agronomist who holds a PhD in Agribusiness, moves to the Land Commission after serving as Permanent Secretary in the Ministry of Local Government and Public Works. He previously headed the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, where he was involved in major agricultural programmes, including the Presidential Inputs Scheme.
Prof Rukuni brings decades of experience in agricultural economics and land policy. He previously chaired the Zimbabwe Land Tenure Commission and the 1994 Presidential Commission on Land and has written extensively on land reform and rural development.
The appointments come as Government pushes ahead with the issuance of 99-year leases and title deeds to A1 and A2 farmers, making land administration one of the key areas of focus under the country’s development agenda.
Elsewhere, lawyer Anele Ndebele has been appointed chairperson of the Zimbabwe Human Rights Commission, while Leslie Ncube takes over as chairperson of the Zimbabwe Gender Commission. The Human Rights Commission is mandated to promote and protect human rights and administrative justice, while the Gender Commission is responsible for advancing gender equality and monitoring compliance with national gender commitments.
At the Zimbabwe Electoral Commission, Sheuneni Kurasha has been appointed commissioner following a parliamentary process to fill a vacancy. The appointment comes at a time when Zimbabwe’s electoral administration is undergoing significant institutional changes following Constitutional Amendment No. 3, which transferred voter registration and delimitation functions to the Registrar-General and a new Delimitation Commission.
In another major change, Engineer Tafadzwa Muguti has been appointed Permanent Secretary in the Ministry of Local Government and Public Works. Muguti previously served as Permanent Secretary for Presidential Affairs and Devolution, where he was involved in coordinating Government’s devolution programme and provincial administration. He also previously served as Permanent Secretary for Harare Metropolitan Province, where he gained national attention for his stance on illegal developments, wetland protection and local authority service delivery.
The appointments bring together experience in land administration, agriculture, human rights, gender, electoral management, devolution and local government at a time when Government is seeking to accelerate implementation of its development programmes.
The latest changes are expected to place renewed emphasis on technical capacity, institutional performance and the implementation of Government’s Vision 2030 agenda. According to Dr Rushwaya, all the appointments are effective immediately.
